The Tribunes are a semi-Codex Astartes-compliant Space Marine Chapter that operates within the Galactic West region. Their lineage has been well documented as originating from the 8th Founding, tracing back distantly to the Ultramarines as their gene-father. They embody the statesmanship of their primogenitor more than most, having dedicated themselves to acting as overseers of the Arctos Sector. The Tribunes are both renowned and infamous for their actions both before and after conflicts. During wars, they conduct themselves as prescribed by the Codex Astartes, never engaging alone but always in unison with Imperial Guard and Navy assets. However, once peace has been restored to a world, the Tribunes initiate a lengthy and arduous period of large-scale reform.
Their philosophy is radical, aspiring to recreate the realm of Ultramar within their own space. This fervour for change has brought with it some controversial aspects, such as willing cooperation with the Recongregator faction of the Inquisition and the Logicians. The worlds they leave behind are always happier, more prosperous, and more productive than average Imperial worlds. The planetary elite will likely welcome them as heroes at first, only to deeply regret this as they are replaced and become powerless to impede changes.
It is customary for half the chapter to undertake this role of planetary overseers. In some cases, they may act as the central figures of a reformist faction or even serve as genuine advisors to the planetary command. However, the most common situation sees the overseer ruling the world through various proxies, often the planetary governor directly. The other half of the chapter typically functions as force multipliers for Imperial Guard campaigns or plans operations jointly with the Munitorum. Rotation between these positions is necessary, as one cannot progress without mastery of both functions. During crusades, it is expected that only a single company remains behind to ensure continued reinforcements and safeguard against the chapter's annihilation. With this division in mind, the chapter has forgone the usual practise of having a single chapter master, instead appointing two leaders who both bear the title of Consul.
Chapter History[]
Early History and Founding of the Consulate[]
During the latter part of the 35th Millennium, a small and isolated part of space was granted to the newly formed chapter. Most information about the time period of the Nova Terra Interregnum has been lost, as have the specifics of the founding. However, we do know that the Arctos sector was a backwards and isolated part of space, wracked with near-constant rebellions and xenos raids. The sector governor petitioned Terra for aid and was rewarded with a new chapter, the Tribunes, who were granted an untouched world which they named Felicitas.
Following this, there appears to have been a prolonged period of conflict, with other chapters and large Militarum campaigns rotating in and out of the sector to stabilize it. One of the oldest Consuls of the Tribunes, commonly known as Basil the Catalyst, wrote about this period, during which he went from a private to commanding leadership of his chapter. He outlined a series of issues he had with the chapter organization during his time, foremost among them being their independent operation and the inefficient cooperation between the different arms of the Imperium's military structure.
He began the process of indirectly guiding humans and mortal institutions through the Astartes. Gone were the days when the chapter hid itself from the sector and saw itself as above the concerns of mortals. Instead, the Tribunes would forge a war machine capable of finally securing the realm. This was especially timely, as warp storms would isolate the Arctos for centuries, making travel possible but difficult. Basil went from chapter master to first consul, a title that only he would ever claim.
Another major achievement of Basil was the Bastion of Faith. During a major attack upon Felicitas, he could only spare the First Company to defend it against a traitorous Astartes warband of unclear origin. However, the Militarum and Imperial Navy quickly responded, and the First Company was primarily sent to aid them as mortal men and women faced damnation head-on. The war was a brutal one, taking three years before the traitors were repelled. The place they mostly fought over was the fortress-monastery of the Tribunes, as it was the most defensible position on the planet. 6.7 billion men and women became casualties during the invasion, primarily to help defend it in some way. In honour of their sacrifice, Basil renamed the fortress-monastery, though the previous name remains unknown. He noted that the foundations were not made of adamantium but of the flesh and bone of those who dared to defend it and gave their lives to protect his chapter.

Chapter Home World[]
Felicitas was an uncharted and uninhabited planet until it was discovered and granted to the Tribunes to serve as their homeworld. Little is known about the planet before the first invasion, except for vague references to extensive defence platforms that were eventually destroyed. Following the establishment of the consulate system, the process of rebuilding Felicitas began. Records suggest that life for the civilian population was miserable prior to reconstruction, and wide-ranging reforms were enacted to rebuild the world along similar lines to the 500 worlds. Today, Felicitas is a prosperous world, self-sufficient and capable of mobilizing billions of high-quality soldiers and producing and maintaining many Imperial void ships.
The world is temperate with large cities dispersed between vast farmlands and beautiful nature. Every citizen serves a three-year tour of duty within the Planetary Defence Force, with some choosing to become regular soldiers. The truly exceptional, often those who failed initiation are recruited as Stormtroopers to fight alongside the Tribunes.
Fortress-Monastery[]
The Bastion of Faith is a vast fortress located close to the South Pole of Felicitas. Large parts of it are underground, forming a maze of catacombs where mortal heroes are buried and remembered for millennia after their deaths. The walls are etched with names, and every surface throughout the nation-sized fortress is inscribed with the names of mortal martyrs. The Bastion of Faith also serves as the centre of a vast defence installation, capable of accurately targeting ships immediately upon entering the Mandeville points. It also functions as a nexus for communication and data, with an extremely skilled astropathic choir that relays and receives information from across the entire sector.
